Item Summary:
The Water Resources Development Act of 1992 (WRDA) Section 219 Program provides for design and construction assistance for authorized water-related projects. A 25% match is required of the recipient of the assistance and an agreement must be entered into with the Corps of Engineers.
The total project cost of the City's Groundwater Production Wells Project is projected to be $1,305,000 and the City has been approved by the Corps of Engineers for Sec. 219 assistance in an amount up to $978,750. The balance of $326,250 would be the 25% match required of the City. This project will result in converting one existing test well into a production well, along with design and construction of the pump and treatment housing and the connection to the distribution system. The project will reduce the amount of water the City now purchases from Fulton County and will also allow compliance with the Metro North Georgia Water Planning District Water Supply Plan to reduce reliance on the Chattahoochee River as a water source.

On April 12, 2010 the Public Safety and Public Works Committee recommended placing this item on the Mayor and Council Agenda.
Financial Impact:
The City's match for the project is 25% and is $326,250. The design portion is $66,200 and the construction portion is $260,050. An appraisal of the land value was completed and the value of $187,000 can be used to offset the construction portion. Therefore, the amount of $139,250 will be the City's match portion and is available in 440B-541200-08ENV016.
