Item Summary:
There are 1,150 linear feet of existing 60" corrugated metal pipe that run along the east side of Hwy. 9 and drain from Roswell Village to Hog Wallow Creek. After the rains of September and October, a large sink hole developed in front of Taco Fiesta. Additionally, the pipe has no bottom and is in very bad condition along the entire length from Mansell Rd. to the Creek. The drainage area is approximately 56 acres that drain to this stormwater pipe.
Staff has analyzed the problem and determined that portions of the failed pipe need to be lined and a portion needs to be replaced. The section of 365 feet of pipe will need to be replaced completely. Staff received three quotes for this emergency work. BRI Utility Construction, Inc. was the low bidder in the amount of $163,421 (includes 20% contingency). For the remaining section of 785 feet, the pipe will be lined with the CIPP technology and it is recommended that a contract with Reynolds Inliner, LLC be approved for $408,791 (includes 20% contingency). Reynolds Inliner is already an approved stand-by contractor for CIPP. There are unknowns/variables in this project, such as buried utilities, sewer lines and other conflicts, that will be addressed with the balance of the $600,000 which is $27,788.
