Item Summary:
RFQ-10-344B was issued and 15 responses were received. A two-tiered qualifications-based selection (QBS) process was used to determine the most qualified consultant team to perform the design. The top four firms were short-listed to submit a Technical Proposal. The proposals were evaluated using criteria such as qualifications of the firm, similar project experience, and project understanding and methodology. Heath & Lineback was the most qualified and responsible proposer.
Heath & Lineback's proposal includes concept, public involvement, environmental, database preparation, preliminary plans, landscaping, lighting, right of way plans and final plans. The concept and public involvement phases of the project will determine where the bridge will be located and the type of bridge that will be designed.

On March 30, 2011 the Community Development and Transportation Committee recommended placing this Item on the April 11,2011 Mayor and Council Agenda.
Financial Impact:
A total of $500,000 is approved and available for the project. $400,000 in Federal funds are approved and available in Cost Center 4224G1, Account #541415, Project Number 11TRA002 and $100,000 is available in Cost Center 4210CP, Account #541415, Project Number 11TRA002. The amount required for Federal matching funds, $100,000 is being split 50 percent City of Roswell and 50 percent from the City of Sandy Springs.
