Description:
The Child Development Association has offered to partner with the City of Roswell Department of Transportation through donation of the additional right of way needed to improve the intersection of Grove Way and Bush Road in the Grove Way Community. The CDA is a non- profit organization and is therefore eligible to receive Community Development Block Grant funding as is the City. Partnering with the CDA enables their right of way to be counted as a donation.
The existing hump in the road requires Grove Way to be one way due to limited site distance. In addition, the access into the CDA and steeply sloped parking lot are not adequate for fire safety or for daily use by the CDA as well as Pleasant Hill Baptist Church. A preliminary engineering analysis indicates that by reshaping both Bush Street and Grove Way at the intersection, the road surface could be dropped by 6-10 feet, opening up the site distance and greatly improving the safety of roadway operation. Terracing of the parking lot could provide both a safety improvement as well as provide an opportunity to include needed water quality improvements. The deadline to apply for this grant is July 22, 2011.
Preliminary cost estimates for the grant are based upon 800 feet of right of way with two lanes, sidewalk and retaining walls. The estimated cost is $206,400 for the road and $98,000 for the retaining walls. The total grant amount requested is $304,400. This amount of funding is available from the CDBG program if selected and no city match is required.
