Description:
At the January 26, 2011 Community Development and Transportation Committee meeting, Councilmember Price raised the topic of reducing the minimum parking requirements prior to the completion of the Historic District Phase 1 study being done by the Transportation Department. The Transportation Department is working on the next Phase of the analysis by doing a parking count of current demand. This information will be completed at the end of the summer.
Staff has provided a matrix that includes the parking requirements for Sandy Springs, Marietta, Alpharetta, Johns Creek and Madison, Georgia. The color coding shows the different requirement each city has for parking.
At the March 30, 2011 Community Development and Transportation Committee meeting, staff was requested to review minimum parking alternatives and return with a plan or recommendation. The current Code allows for reductions in the following manners:
· Section 17.3.1 The reuse of any structure, built prior to 1959, which is zoned C-1 and located within the Historic District of Roswell, shall be exempt from off-street parking requirements.
· Section 17.3.2 Allows for off-site arrangements within 800 feet
· Section 17.3.6 Administrative Variances - 10% above the maximum and 20% below the minimum, for good cause.
· Section 17.4.1 Deduction for Off-site Arrangements
· Section 17.4.2 Reduction for Mixed or Joint use of Parking Spaces
· Section 17.4.3 Reduction adjacent to transit
· Section 17.4.4 Reduction for demand management
· Section 17.4.5 Reduction for On-street parking
The Community Development and Transportation staff recommends no changes to the current parking standards at this time. Once the parking study is complete in the summer, staff will have a better idea of inventory and demand for the available spaces in study area and will revisit the issue at that time.
