Item Summary:
This is an Intergovernmental Project Agreement between Roswell and Sandy Springs for the Chattahoochee River Bridge Enhancement project.  The current project scope consists of one 12' multi-use trail bridge parallel to the existing bridge that is being funded by a 2003 $3 million Federal earmark.  The earmark will cover 80% of the design and construction for the project.  Right-of-way acquisition will be the responsibility of each local government.  There is not expected to be any right-of-way acquisition for Roswell.
 
Sandy Springs appropriated $50,000 in their FY 2011 budget towards designing this project and approved the IGA on July 13, 2010.
 
Once this IGA and the Project Framework Agreement (PFA) are signed, the PFA will be sent to GDOT and staff will begin consultant procurement.
 
Committee or Staff Recommendation:
On March 17, 2010 the Community Development & Transportation Committee recommended this item be placed on the Mayor and Council Agenda.
 
Financial Impact:
The estimated City cost for this project, including required matching funds for construction, is $362,572.50.  $100,000 is currently approved and available for this project in cost center 4210CP, account 541415, project 11TRA002-Atlanta Street multi-use connection (bridge over Chattahoochee).  The remaining required matching funds for construction will be appropriated after design is completed.
