Item Summary:
The original contract with ISE began in 2005 for the SWU Study and was amended in 2007 for implementation of the SWU. The 2007 amended contract was for $200,000.  Due to the delay in implementing the SWU and the numerous iterations of data gathering, information and details reviewed over this time, as well as required data updates, the remaining contract amount of $38,068.17 is insufficient to complete the required tasks to fully implement the SWU by July 1, 2011.
 
The tasks remaining include: Master Account File Development, Customer Service Training and Manual, Public Relations support and Final Standard Operating Procedures and implementation support.  Where possible, City staff will be utilized to offset this cost.
 
Committee or Staff Recommendation:
On January 18, 2011 the Public Safety & Public Works Committee recommended placing this item on the January 24, 2011 Mayor and Council Agenda.
 
Financial Impact:
There is $38,068.17 available in Cost Center 7110CP, Account #543000, Project No. 07ENV002 (Stormwater Utility Plan) and, upon approval of Budget Amendment 7110CP-01-24-11 for $40,000 from Cost Center 1585CP, Account #579002, Project Number 09NON002 (Capital Contingency), there will be a total of $78,068 available for the Stormwater Utility Implementation Project. This cost can be reimbursed to the general fund once the billing system is operational and revenues are being collected.
