Item Summary:
The Atlanta Regional Commission (ARC) has recently approved a Scoping Phase option which allows preliminary engineering work to begin without right-of-way and construction funds being committed at the same time. The window of opportunity for funding the Scoping Phase requires a funding commitment in the next six months for adoption in ARC's current Transportation Improvement Program (TIP) document. If the City misses this opportunity based on ARCs published cycle of events, it could be another two to four years before the City is able to get this project in the TIP. Once this project is in the TIP, it is eligible for state or Federal funds in future phases.
The project scope generally includes: removing the reversible lane system along SR 9/Atlanta Street from SR 120 to the Chattahoochee River, intersection improvements at the intersection with Azalea Drive and Riverside Road, and a new bridge over Vickery Creek along Riverside Road. The Scoping Phase will include but is not limited to: concept development, alternatives analysis, public involvement, preliminary engineering and the environmental document.
Committee or Staff Recommendation:
On March 1, 2010 this item was presented at a Work Session of the Mayor and Council and was directed to move forward to the March 15, 2010 Mayor and Council Agenda.
Financial Impact:
Upon approval of BA4210CP-03-15-10 the Historic Gateway project will be established in the amount of $1,897,761 using reprogrammed FY10 General Funds.
