Title
Approval of installation of irrigation meters upon request and requiring them for new irrigation systems.

Body
Item Summary:
In 2000, the City of Roswell ceased requiring and selling irrigation meters to customers as a way to deter outdoor watering. In April 2008, the City of Roswell updated the water rates for conservation tiered pricing so that the irrigation meter rate falls in the third tier, which is the highest tier rate of $11.10 per 1,000 gallons, as opposed to the $6.99 per 1,000 gallons in 2000.
The two primary advantages of requiring use of an irrigation meter are:
1) Protection of the public drinking water supply - through required backflow prevention device on the irrigation meter. For backflow prevention, regulation of the irrigation meter would gives greater control and assurance that the proper backflow is installed on the irrigation system.
2) Water Conservation - through the water conservation pricing, irrigation watering will fall in the highest tier. The irrigation meter would allow separation of outdoor and indoor water use, providing improved reporting capability of per capita use to EPD. This would provide the ability to suspend the selling of these meters or usage during times of drought.
