Consideration to establish billing rates associated with the Stormwater Utility Program

Item Summary:
At a Mayor and Council Work Session on October 20, 2010 options were reviewed for funding the Stormwater Utility that was created by Mayor and Council on October 6, 2008 (Ordinance No. 2008-10-14). Staff was directed to place this consideration on this committee agenda. Under current funding levels, the capital projects list has a backlog estimated at 17 years, and the Operation and Maintenance Project List has a backlog estimated to be 24 months. Adopting a funding option will allow adoption of plans to reduce these backlogs and improve water quality.
