Partnering with the US Army Corps of Engineers (COE) for 219 Grant funds

Item Summary:
Staff was contacted in late December 2009 by the COE and was requested to submit project ideas to the COE for funding assistance. These would consist of water resources projects that the City and the COE could partner on. There is $2,000,000 available for projects that comply with certain requirements and there is a 25% City match required. After consulting on project ideas, it was decided to submit the following two projects: 1) Conversion of Test Wells to Production Wells, estimated at $1,000,000, and 2) Swaybranch Dam rehabilitation, estimated at $500,000.
The COE met with staff on January 14, 2010 to review the project scopes. The COE staff is working on a report to submit to the COE Division for approval to move forward. Following approval, an agreement will need to be formalized between the City and the COE.

Staff recommends approval.
Financial Impact:
The 25% City match of $250,000 for the Conversion of the Test Wells is recommended to come from the Water Fund. $40,000 is budgeted for well development. The other 25% match of $125,000 is recommended to come from the General Fund reserves.
