Staff Report:
Background
The applicant is requesting to develop a site that is currently vacant and undeveloped.
Site Plan Analysis
The site plan shows the location and lay-out of the proposed 62 townhome units.
Landscape Plan Analysis
The landscape plan proposes the addition of Southern Red Oak, Lace Bark Elm, Red Maple, Bald Cypress and Sourwood as well as other shrubs and ground coverings.
The site is required to have 225.9 density units; the applicant is saving 2951.5 units.
Elevations
The units will be three story brick with a two car garage and stoop leading to the front door on the second level. All units will have 4 windows across the third level. Garage and front doors, second level window type/style and number, and brick color will vary across all units.
Applicant will bring color samples and building materials to the meeting.
Design Guidelines
The site is regulated by the City Wide Design guidelines.
Department Comments
Arborist: Specify replacement trees that meet minimum size requirements, 3" caliper overstory, and 2" understory minimum.
Building: No comment for DRB, building plans required.
Engineering: No comment.
Environmental: Provide Hydro Concept.
Fire:
· A fire flow test in accordance with the 2006 International Fire Code must be conducted to determine if there is adequate water available for firefighting. Please refer to the IFC appendix B for specific requirements. The fire flow test must include calculated flow rates at 20 psi residual for a proposed fire hydrants as well as existing.
· The entrance gate must have a Knox Gate Switch over ride device installed to allwo for fire department access.The gate must have a 20' clear width on both sides, it appears that the left side is not as wide as the right.
