Title
Approval of Budget Amendment 54045202-07-29-13 in the amount of $60,000 for construction of sanitation improvements.
Presented by Stuart Moring, Director of Public Works/Environmental
Body
Item Summary:
Increased volumes of trash generated by businesses along Canton Street have prompted the need for additional dumpster capacity.  The proposed solution involves construction of concrete dumpster pads with drains connected to the sanitary sewer and gated enclosures on City property. The proposed enclosures will screen the dumpsters from pedestrian and vehicular alley traffic and users of the parking lots. This project will significantly improve the aesthetics and overall sanitation conditions of the east and west Canton Street alley areas.  Additional dumpster capacity will minimize trash overflows and will decrease the number of required pickups.

These improvements will be paid for through an interest-free loan by the Solid Waste Fund.  The merchants that use these dumpsters have agreed to a payment arrangement in which an average of $53.77 will be added to their sanitation utility bills over a period of five years.
Committee or Staff Recommendation:
On July 24, 2013 the Community Development and Transportation Committee recommended placing this Item on the July 29, 2013 Special Called Mayor and Council Agenda.
Financial Impact:
Upon approval of Budget Amendment 54045202-07-29-13, $60,000 will be appropriated from the Solid Waste Fund fund balance and will be available in Org 54045202, Object 541200, Project 81016.  The FY 2014 Approved Budget estimated $4,938,570 available in fund balance over the reserve policy.  With approval of this amendment, $4,878,570 in fund balance over the reserve policy will be remaining.
