Body
Item Summary:
Applicant is requesting a Ceritificate of Appropriateness for an after-the-fact approval of roof structures on rear addition.
Staff Report:
Staff Recommendation
Staff recommends approval of the two small shed roof overhangs.
Staff recommends denial of the outdoor curtains on the top, north, east, and south sides of the rear roof deck.
Issue
The applicant's proposal is for two types of roof structures on the rear addition. The first includes two small shed roof overhangs against the west wall. They are made out of silver corrugated metal and overhang approximately 30". The southernmost overhang measures 26" long and the northernmost overhang measures 9' long. These overhangs were installed to protect audio and television equipment.
The second roof structure is constructed out of cable wire and curtains, of varying sizes and colors, which surround the top, north, east, and south sides of the rear roof deck. The curtains are made of outdoor fabric and were installed to provide shade for patrons dining outside.
The applicant installed these roof structures without HPC approval and is coming before the HPC for an after-the-fact Certificate of Appropriateness.
History
The structure located at 963 Canton Street was constructed in 1930 according to the Fulton County Tax Digest. The 2001 Historic Properties Survey classified the property as "Historic" with an estimated date of construction from 1940-1949.
The structure is an example of a one story commercial building constructed in the 1930's. The building has large plate glass display windows with a simple entrance and shed roof awning.
In 2010, the HPC approved a rear addition that provided an additional 340 square feet of interior space and a rooftop deck for outdoor dining (HP10-35). At the time of approval, the only structure that accompanied the roof deck was a metal fence enclosure.
Analysis
The Design Guidelines state that "new construction should respect roof pitches, shapes, orientation, and materials found in the district" and that "roof decksÂ…should be carefully placed to be compatible and to have the least negative impact on the exterior appearance of the site, structure, and surrounding buildings."
The two metal shed roof overhangs are appropriate in pitch, shape and material, especially for this more modern section of Canton Street which is made up of early to mid-20th century commercial buildings. A majority of them have awnings of shed roof extensions on the front facades.
While the proposed curtains are not permanent, they make up a type of roof structure. The shape, orientation, and material of the proposed curtains are not appropriate with the structure at 963 Canton Street or other buildings located within the historic district. Although the rear roof deck and roof structure are not visible from Canton Street, they are visible from the rear alley and Alpharetta Street, a prominent street of the historic district. If this roof structure were less visible, Staff would be comfortable with curtains of a single, neutral color.
The applicant has discussed with Staff their future plans to build a more permanent roof structure atop the rear roof deck, but is waiting to acquire the funds to do so. Staff is supportive of a more sensitive proposal as a roof structure would provide many benefits to patrons as well as block some of the unsightly views of the rear alley. Staff commends the applicant for their rear addition as it changes a utilitarian space to an open and inviting space.
