Department Comments
Engineering: No comment.

Arborist: Recommend denial -
·      Tree plans to be in the form of a to-scale map or site plan on a current boundary survey, prepared and sealed by a registered land surveyor, registered landscape architect, ISA certified arborist or registered forester; submit as a separate drawing when appropriate.
·      Denote location of all specimen tree(s), plus all trees which will be preserved and counted toward site tree density unit requirements (trees with caliper measurement of three inches or greater can be counted).
·      Label specimen tree(s) including critical root zones (CRZ), CRZ = 1.5 x DBH (diameter at breast height).
·      Identify tree save areas including natural areas, buffers, limits of clearing, staging areas and all other land disturbance. No material storage permitted in tree save areas.
·      Provide tree density calculations for the purposes of complying with minimum required tree density (30 units per acre). Includes single family lots one acre or greater.
·      Specify planting schedule with proposed tree species (botanical and common), quantity, size, spacing, and any special notes.
·      Show location of active and passive tree protection, provide detail of active tree save fence.
·      Article 16 - Landscaping includes specifics on screening, buffer and landscape strips, parking area landscaping, landscape strips adjacent to street right-of-way requirements, monument sign planting etc.
·      See Zoning Ordinance Article 15 - Tree Protection and Article 16 - Landscaping for complete regulation.
·      A tree removal permit is required for all trees 3-inch caliper or greater, if lot is 1-acre or more. A tree removal permit is required for removal of specimen trees.
·      Do not plant Cyrtomeria or other tall trees beneath overhead line easements.
Transportation: Recommend denial -
·      Verify the proposed driveway has adequate sight distance. Provide sight distance sketches as per AASHTO 2004 or later edition.
·      Provide, along Nesbit Ferry Road frontage, 5' bike lane, 2' curb & gutter, minimum 5' grass strip and 5' sidewalk.
·      The proposed curb and gutter and sidewalk north of the proposed driveway is conflicting with and exiting utility pole. Revise.
·      The proposed curb and gutter and sidewalk south of the driveway shall connect to the existing curb & gutter and sidewalk south of the driveway.
·      ADA ramps shall be provided at the proposed driveway crossing along Nesbit Ferry Road.
·      Consider sidewalk connectivity between the proposed sidewalk along Nesbit Ferry Road and the proposed building. (Not a requirement).
·      Consider pedestrian and/or vehicular connectivity with Scott Road. (Not a requirement)
·      Address drainage
Fire:
·      This facility will have to comply with the requirements set forth in the 2012 edition of the International Fire Code and the Life Safety Code.
·      For LDP, a fire flow test must be conducted to determine the available water for firefighting. The test must be conducted in accordance with the IFC appendix D and use a 24 static pressure reading to determine the lowest amount of available water. It seems reasonable to believe that this facility will require a fire hydrant on the property, the flow test must include the results of the calculation of the proposed flow of the proposed hydrant.
·      Turning radius must be 50' outside and 30' inside
·      This building will probably require a fire sprinkler system, just a heads up.
·      This building may require a fire alarm.
·      The way the parking lot is currently shown, it is not in compliance with the IFC for fire department access. You cannot have a dead end road fo more than 150' without a turn around.
·      Fire access must be in accordance with the IFC appendix D

Building: No comment for DRB, building plans required.

Environmental: Compliance to stormwater ordinance is required. Text explanation in letter of stromwater plan is not descriptive of a system which would meet the ordinance. Approval of this application does not constitute approval of stormwater plans.

Recommendation
Staff recommends that this applicant be reviewed as an initial to address staff comments.
