Item Summary:
Construction of Guest Cottage House

Staff Report:

Staff Recommendation
Staff recommends approval of construction of the cottage house, with the following conditions:
1.      That the proposed door surround is replaced with one that matches the trim of the windows;
2.      That metal "s" brackets are installed on the shutters so that they appear operable;
3.      That the applicant meets all the comments submitted during the internal review process.

Issue
The applicant is requesting to construct a detached cottage (carriage) house at the rear of 1149 Canton Street. The proposed structure is 1,080 square feet and will be constructed to match the existing main house and garage building.
Materials include:
·      8" wood lap siding
·      6/6 wood windows
·      Atlas Pinnacle Pristine dimensional shingles in Hearthstone Gray
·      18" wood shutters

History
The main structure located at 1105 Canton Street was constructed in 1917 according to the Fulton County Tax Digest and it is classified as "Historic" on the Historic Properties Map.  The accessory garage/carriage house is estimated to have been constructed at some point in the 1990s.

Previous Approvals:
HPC04-31 - Minor approval for roof over back deck balcony (garage building)
HPC05-11
HPC06-21 - Minor approval for accessory structure (garden house)

Analysis
Addition
The Design Guidelines state that "new construction (additions) should respect the traditional scale, proportion, and rhythm, found in within the district" and that "building elements and materials characteristic of the district should also be incorporated." The proposed addition meets these requirements and compliments not only the rest of the buildings on the property, but the surrounding historic district as well.

Door Surround
A new secondary structure should not compete with a historic structure. While the door surround is historically appropriate, Staff feels that it is too ornate for an accessory structure nor is it appropriate with the contemporary stone and wood columns on the front facade. Staff recommends a simple surround that matches the trim detail (crossheads) on the windows.

Shutters
The Design Guidelines state that "shutters should fit the opening and appear to be operable." An earlier design showed shutters on all four elevations. However, due to the window sizes and placement on the sides, Staff advised the applicant to reconsider the design of the windows and/or use of shutters. Staff supports the use of shutters on the front façade, but not on the side and rear. Staff conditions that metal "s" brackets are installed so that the shutters appear operable.

Department Comments
Arborist
1.      Label specimen tree(s) including critical root zones (CRZ), CRZ = 1.5 x DBH (diameter at breast height). If disturbance to CRZ exceeds 25% then recompense may be required. Plan identifies potential 26 and 29 inch oak trees with CRZ impacted by proposed building footprint.

Building
No comments.

Fire
1.      City ordinance states that if the house is more than 1,000 feet from a fire hydrant the building must be provided with an automatic fire sprinkler system. I am not able to determine the distance with these plans.

Engineering
No comments.

Public Works/Environmental
1.      Stormwater compliance required.
