Body
Item Summary:
Applicant is requesting a Certification of Appropriateness for the installation of garage doors and to new front door to the front of the restaurant.

Staff Report:
Staff Recommendation
Staff recommends approval of the application with the condition that the area on either side of the double door be composed of one long single glass pane "sidelight" that matches the design of the proposed doors or be filled entirely with wood paneling - with final approval by Staff.

Issue
The applicant proposes is to replace three door and window systems with three large garage doors, returning the historic feel of the automotive building. The operating garage doors will be made of aluminum and will open into the interior of the building. The proposed panel structure closely resembles that of the original garage doors (a previous application presented fewer panels which did not mimic the original design). The layout of the garage doors are as follow:

Southernmost door:
·      measures approximately 8'4" x 9'1"
·      40 glass panels (eight panels wide by five panels high)
·      8 aluminum panels along grade

Middle door and northernmost door:
·      measures approximately 11'5" x 8'9"
·      32 glass panels (eight panels wide by four panels high)
·      8 aluminum panels along grade

Stiles and rails measurements include: 7/16" center stiles,2 ¾" end stiles, 1 3/8" intermediate rails, and up to 3 ¾" top rails and up to 4 ½" bottom rails. The sashes will be made of tempered glass. The doors will have a bronze finish.

in addition, the applicant proposes to replace the main entry door (underneath the Pastis sign) with reclaimed glass-paneled, wood double doors.

History
The structure located at 928 Canton Street was constructed in 1945 according to the Fulton County Tax Digest and is classified as "Historic" on the Historic Properties Map.  Pastis currently occupies the one-story brick, mid-century modern building which originally housed the "Roswell Motor Company."

In 1994, the HPC approved the construction of the deck on the south side of the building (HPC94-22). On May 12, 2010, the HPC granted approval of similar garage doors; however, the work was never completed and the 2010 approval has expired (HPC 10-13).  In 2011, the HPC approved the addition of an awning along the Canton Street façade of the building to cover the outdoor sidewalk café (HPC 11-05) (never built).

Analysis
The Design Guidelines state that "inappropriate non-historic storefronts should be replaced with a traditional configuration during rehabilitation projects."

Garage Doors
The applicant proposes to replace three door and window systems with garage doors to replicate the doors which historically existed on the building.   A historic photograph provides evidence of the original design, which the applicant intends to match as closely as possible. When the garage doors were removed some years ago (date unknown), it is believed that the owner left the openings the same size and filled them in with wood, doors, and windows (a lack of ghost marks and/or brick patching supports this). The current applicant intends to leave the openings the same size and infill with aluminum garage doors.  The garage doors will not create any encroachment issues as they will not project from the front building wall. Staff commends the applicant on returning the building to its original design and supports the proposed replacement. .

Entry Doors
The current main entry door (underneath the Pastis sign) was originally an operable garage door, however, Staff believes the original size remains. The applicant does not intend to change the size of this opening, just replace the double doors. The width of the proposed double door is greater than the existing doors; therefore, the existing side lights will be removed and replaced with a similar design to infill the rest of the space. Staff recommends that the area on either side of the double door be composed of one long single glass pane "sidelight" that matches the design of the proposed doors or be filled entirely with wood paneling. Staff finds the materials and design of these replacement doors to be appropriate.
