Title

Approval to submit a Grant Application for the Community Development Block Grant Stimulus Allocation in the amount of $125,611, with no required match from the City.

Presented by Kathleen Field, Director

Body

Item Summary:

The American Recovery and Reinvestment Act of 2009 (Stimulus Act) includes

$1 billion for the Community Development Block Grant Program (CDBG).  The U.S. Department of Housing and Urban Development (HUD) has allocated $125,611 to the City of Roswell through its CDBG Entitlement Community formula.  These funds are available until September 30, 2010, and priority is given to projects where a contract can be awarded within 120 days of the date that funds are made available.

Staff reviewed potential projects that could be completed within the timeframe of the Stimulus Act.  It should be noted that HUD has informed us that non-performance relating to the expenditure of these funds within the allotted timeframe could result in loss of these funds. Therefore, we first considered projects that had been previously proposed from past funding cycles.  Unfortunately, due to the cost of these projects as well as the tight performance timeframe, it was felt that none of these projects could be carried forward for consideration. We then solicited suggested projects from the Transportation, Recreation and Parks, and Public Works/Environmental Departments. The following projects for consideration came from these sources:

Eligible Projects:

1.                     Rocky Creek Lane waterline replacement

Est. Project Cost:  $54,400

2.                     Shadowood Court waterline replacement

Est. Project Cost:  $115,200

3.                     Grimes Place waterline replacement

Est. Project Cost:  $84,800

4.                     Crestview Circle/Norcross St. Drainage Improvements

Est. Project Cost:  $20,611

5.                     Pedestrian Signal at Thomas and Strickland crossing Hwy 9

Est. Project Cost:  $55,000

(Please note that this project will need GDOT approval)

6.                     Connect Swaybranch Rd. to Market Place

Est. Project Cost:  $105,000 (for survey and engineering only)

(Note:  In order for this project to qualify for these monies, funds for the entire project must be committed and this would include $291,000 for construction costs.  Also, the project must be completed by 9/30/10.

The waterline projects are listed in order of priority. All of the projects listed above are CDBG-eligible projects that would benefit low- to moderate-income persons in our CDBG target neighborhoods.

Fulton County is proposing a timeline of March 23-26 for assemblage of the advertisement for the CDBG Stimulus Act projects, and has therefore requested that Roswell’s information be submitted within this timeframe.  Therefore, it has been recommended to bring this item to the March 16, 2009 Mayor and City Council meeting.

Committee or Staff Recommendation:

Staff recommends approval.

Financial Impact:

If the grant is awarded, a budget will be established in the amount of $125,611.  This grant requires no match.
