Approval of an ordinance to amend Article 14.3, Special Events, of the Code of Ordinances of the City of Roswell.

Item Summary:
Staff was asked to review the Special Events Policy including the structure and budget limits and to identify an approach that reflects the actual costs and enhances the process.
 
Application Fee:
Current - $100
Recommendation - Tier One: $150 for events using City resources. Tier Two: $50 for events not using City resources.
 
Application Fee Waiver:
Current - City-initiated events, non-profit and schools
Recommendation - Application fee shall be non-refundable, except the City Administrator may waive the application fee for fundraising for charitable events.
 
Application Deadline:
Current - 60 days in advance of the event
Recommendation - May apply one year in advance but no later than 90 days for those events using City resources. Applications to be approved on a first come-first served basis.
 
Cap on Level of Sponsorship:
City initiated:
Current - no limit on number of events; cost not to exceed budget
Recommendation - priority 1 - City initiated: public, non-profit organizations located within the City. No limit on number of events. Costs not to exceed budget and organizer to pay the excess of that amount.
 
Non-Profits:
Current - One event per quarter not to exceed $3,000 annually
Recommendation - priority 2 - non-profits: public, non-profit organizations that are regional, state or nationally based. One event per quarter not to exceed $3,000 annually and organizer to pay the excess of that amount.
 
Schools:
Current - One event per year not to exceed $500 annually
Recommendation - priority 3 - schools: schools that are locally based. One event per year not to exceed $500 annually and organizer to pay the excess of that amount.
 
Committee or Staff Recommendation:
On July 28, 2010, at the Community Development & Transportation Committee meeting, staff presented a draft amended ordinance, a resolution setting the fees, a revised policy and guide manual which incorporated the changes discussed.
 
On August 9, 2010 Mayor and Council approved the first reading of the Ordinance with changes.
