Staff Report:
Background
The applicant is requesting to revise an existing approval. Case DRB12-23 was before the Board in June of 2012. The applicant requested a two phase project with an office in the front and then office/storage in the rear as well as outdoor storage areas. The applicant is requesting to change the rear building to be self-storage. The site is currently vacant.
Site Plan Analysis
The site plans show the change from the original approval. The rear area was originally set to be two buildings, but will now be a single 'U' shaped self-storage facility.
Landscape Plan Analysis
No change from initial approval.
Elevations
The new building will be a metal warehouse style building, with large bay doors along one side.
Applicant will bring color samples and building materials to the meeting.
Design Guidelines
The site is regulated by the city wide design guidelines.
Department Comments
Arborist: No comment.
Building: No comment.
Engineering:
· Show location and provide material for concrete modular retaining wall applied for as a retaining wall permit under Genero 13010224 and Munis 201300233.
· Upon DRB approval, submit revised plans for LDP 12050414 review. A $250 review fee will apply.
· Site Lighting Plan should be submitted to and approved by DRB. Include a photometric study.
· Show driveable access easement to the stormwater pond for maintenance. This was discussed in a meeting with the owner and engineer present. Provide a full width access gate for equipment to drive to pond for maintenance.
· A separate LDP will be required for each phase. Revise Phase 3 erosion control to reflect the condition of the site at the end of phase one.
· Porous Pavers shall meet manufacturer's specifications and ICPI Technical Specs. Design Engineer shall review and approve the specifications and product to be installed.
· Cell Tower has been changed to radio tower. What will be the difference? A separate building permit for the tower will be required.
Environmental:
· Please present the latest calculations and hydrology study incorporating the site revisions.
· Please provide pond inspection report for existing pond and schedule for required maintenance.
Fire:
These plans are denied: the turning radius is inadequate. We require a 50' outside and 30' inside. The lower right corner is not acceptable. Discussed this with Brad Riffle and he stated that he understood and would make the appropriate changes for LDP
Transportation:
In order to extend/connect Northfield Ct to Old Ellis Rd and improve traffic, provide 40' of right-of-way between Northfield Ct and Old Ellis Rd. Meet with Transportation Department to discuss.
Recommended Conditions
Staff recommends that this applicant be approved with staff comments handled during LDP phase of project.
