Body
Item Summary:
Applicant is requesting an extension to their Certificate of Appropriateness, approved by the Historic Preservation Commission at their July 12, 2006 meeting. Reference file HPC06-14

Staff Report:

Background

The structure at 377 South Atlanta Street is classified as Historic on the City of Roswells Historic Properties Map and was likely constructed from 1940-1950. The 2001 Historic Resources Survey lists the date of construction ca. 1950 and the Fulton County Tax Digest lists the date as 1940.

An application concerning this property was approved at the meeting of the Historic Preservation Commission on July 12, 2006. The applicants proposal was for the rehabilitation of the existing structure and addition of square footage to the existing rear addition in order to square off the rear, northeast corner of the structure. The existing gravel parking lot at the rear of the property was to be slightly expanded and landscaping was proposed for the front of the property. The application was approved with the following conditions:

1. The applicant should recess the wall of the addition on the left elevation a minimum of one foot from the existing wall.
2. Rectangular vents should be installed at the end gables in lieu of the ones shown on the submitted elevations.
3. The foundation should be left exposed on all sides.
4. The windows on the front and rear elevations should match those on the right and left elevations.
5. Windows on the side elevations are to be symmetrical. There should be two windows shown on each side of the addition.
6. The same type of gable entry as on the front elevation should be shown on the left side elevation.
7. The applicant should rework the elevation to locate the gable on the front elevation to the center with two windows on each side.
8. The trim around windows and openings should be 5 ½ wide.
9. The applicant should return to the Architectural Subcommittee for final approval.

Proposal

The applicant requests the extension of the approval as Historic Preservation Commission approvals expire one year after the date of approval by the Historic Preservation Commission unless a development permit has been obtained.

With his request for an extension, the applicant has requested two revisions to the approval. Mr. Davenport does not intend to add square footage at the rear of the building as previously proposed nor does he intend to add the porch proposed for the north façade ADA entrance. The ADA ramp will now extend to the front of the building. All other elevation changes will remain as approved in the 2006 application. The applicant has submitted revised elevations which illustrate both elevation revisions as well as call out adherence to the 2006 approval conditions.

Landscaping will be executed per the approved 2006 plan.
