Staff Report:
Staff Recommendation
Staff recommends approval of alterations, with the following conditions:
1. That the carriage house addition be clad in clapboard siding. Fiber cement siding can be used, but it shall be smooth with no artificial wood grain.
2. That the siding being replaced on the original portion of the carriage house is replaced in kind, with wood german lap siding.
3. That full frame replacement windows or sash replacement kits are used;
4. That the windows on the original portion of the carriage house be wood; Windows on the addition can be aluminum-clad wood.
5. That the muntins measure 5/8";
6. That the light configuration on all non-dormer windows be 6/6. Dormer windows shall be 2/2;
7. That the window opening on the south side remains; closed paneled shutters can be used to cover opening;
8. That the double window opening on the front façade shall match the dimensions of the historic windows on the north and south side. This will allow for an appropriately scaled 6/6 window;
9. That the bricks and chimney cap are saved and reused to reconstruct the existing chimney if they must be removed to reroof;
10. If gutters and downspouts are installed, they should be historically appropriate and include round downspouts;
11. That door specs (entry and faux garage) be submitted and approved prior to approval. Staff recommends a tradition carriage door design is used.
Issue
The applicant is proposing to make alterations to the existing carriage house at 1033 Canton Street. Alterations include:
· Replacing the rear addition of the carriage house which is currently clad in asphalt shingles and corrugated metal.
· Replacing all existing windows with Anderson Double-Hung Windows.
· Replacing the metal roof with a 5V crimp metal roof.
· Reconfiguring the front (west) façade.
History
The structure located at 1033 Canton Street was constructed in 1920 according to the Fulton County Tax Digest and is classified as "Historic obscured" on the Historic Properties Map. Staff feels this property is listed as historic obscured due to the insensitive addition on the carriage house at the rear of the property. Once the alterations are made, the classification of this property should be changed from "historic obscured" to "historic."

Analysis
Window Replacement
The Design Guidelines state that "existing historic windows and details should be maintained and preserved" and that "historic windows should only be replaced when they cannot be rehabilitated." If the windows are beyond repair the Design Guidelines state that "when windows must be replaced, they should be of the same style, size, and material as the historic window" and that "the number of panes should be the same as the historic window with the frame, mullions, and muntins of the same dimensions."
Staff cannot support the use of aluminum-clad wood windows on the original portion of the carriage house. However, Staff does support the use of aluminum-clad wood windows on the new rear addition. Aluminum-clad wood windows did not become commercially available until 1969, so this material shall only be used on buildings or additions constructed after that date.
The dormer windows shall be 2/2. The remaining windows shall be 6/6. All muntins shall measure 5/8".
The double window opening on the front façade shall match the dimensions of the historic windows on the north and south side. This will allow for an appropriately scaled 6/6 window.
Siding and Trim Replacement
The Design Guidelines state that "when wood siding or elements need to be replaced, replacements should match the historic elements in size, shape, grain and other visual quality." The german lap siding on the original portion of the carriage house shall be replaced in kind.
While the applicant has proposed a HardiShingle for the addition, Staff recommends the use of clapboard siding. The clapboard siding is more historically appropriate for Roswell and since it is slightly different than the german lap, will allow this portion of the building to read as an addition. Fiber cement siding can be used on the addition due to its construction date; however, it shall be smooth, with no artificial wood grain.
Window Opening
The applicant has proposed to remove the window on the south (side) elevation to allow for an interior kitchen. Staff would rather see the window covered by exterior shutters than completely removed and the area patched. This allows for possible reversal at a later date. The shutters shall fit the current opening and be of a paneled design.
Doors
As of October 30th, 2013, specs for the two entry doors and the faux garage have not been submitted. Specs for these should be available at the hearing. Staff recommends the use of a historically appropriate carriage door design.
Front Façade
The applicant is proposing to reconfigure some of the door and window openings on the front façade. Staff recommends the applicant hire a skilled mason to do the patching so that is done sensitively with as little negative visual impact as possible. The double window opening on the front façade shall match the dimensions of the historic windows on the north and south side. This will allow for an appropriately scaled 6/6 window.
