Title
HPC10-10, Barrington Hall, 535 Barrington Dr.
Body
Item Summary:
Applicant is requesting a Certificate of Appropriateness for the construction of a new access to the grounds at Barrington Hall at the intersection of South Atlanta St (Hwy. 9) and Marietta St. (Hwy. 120) which will require removal of a portion of a rock retaining wall.
Staff Report:
Background
Barrington Hall was designed by Willis Ball for Barrington King and construction was complete circa 1842. The building was a part of the original town plan and is an excellent example of Greek Revival Temple Form. A formal English boxwood garden was designed for the property and still exists today.
This property was listed individually on the National Register of Historic Places in 1971. The City of Roswell purchased the property in 2005. Since purchasing the property, the City has filed the following applications as follows:
1. HPC 05-04 - An application to add a handicap ramp on the east side of the building, to move the gate back to its original location along Marietta Highway and to remove Virginia Pines along the fence line and exotic invasive trees less than 6 inches in size.
The application was approved with the following conditions:
1. The Architectural Subcommittee shall review the handicap ramp placement on site.
2. The removal of the Virginia Pines is approved as requested, but the Architectural Subcommittee shall review the removal of other plant material on site.
Following the Architectural Subcommittees visit to the site in January 2005, the
following was determined:
1. A mobile hydraulic lift would be appropriate for handicapped accessibility. The HPC would require a detail to be submitted prior to a full approval of this proposal. It was determined that this would be a less intrusive solution compared to a ramp.
2. All of the Virginia Pine trees on the perimeter of the property along King Street and Barrington Drive are approved to be removed. All other plant material shall remain.
2. HPC 06-12 - A minor application for the removal of three trees at Barrington Hall was approved by the Historic Preservation Commission Chairman and staff.
3. HPC 07-08 - An application was approved for work to improve pedestrian and vehicular circulation at the site. The improved pedestrian circulation provided for ADA (Americans with Disabilities Act).
4. HPC 08-28 - At their meeting on May 14, 2008, the HPC recommended that the proposed project for stairs at Barrington Hall be moved forward and that final design details for stonework, railing, etc. should be presented to the HPC for final approval.
The Barrington Hall Master Plan was approved by the Mayor and City Council on September 4, 2006.
Proposal
The Citys proposal is for a set of stairs to be located at the northeast corner of the site at the intersection of Marietta Highway and Atlanta Street. A portion of the existing stone wall, constructed by the Georgia Department of Transportation in the 1980s, will be removed at the corner of the property. The steps will be set into the elevation. The retaining wall for the stairs will be constructed of poured concrete with stone and the stair tread and risers will be faced in stone to match the existing wall. At the widest point, the stairs are approximately 14.5 in width.
The City requests approval to construct the stairs as proposed on the plans produced by the Jaegar Company but will substitute railing that matches the railing around Park Square for the stainless steel railing specified on the plans.

The property is zoned H-R.
