Staff Report:
Staff Recommendation
Staff recommends approval of the application for an addition at 1003 Canton Street, with the following conditions:
1.      Leave the existing roof line on the front façade;
2.      Leave the existing 4/4 window in the original gable on the north elevation;
3.      Leave a portion of the existing original gable visible on the north elevation;
4.      New addition should have a flat roof with parapet that matches the height of the existing rear addition parapet instead of matching the historic gable from the original portion of the structure;
5.      Replace the three fixed double windows with two large, operable double windows that match the dimensions of those on the original portion of the house.
 
Issue
The applicant is proposing to build a 174 square foot addition on the northeast portion of the building. The addition will be an extension of an existing storage room and will not project out further to the north or east than the existing footprint. The addition will be clad in wood siding to match the existing structure. The applicant is proposing 6/6 aluminum clad wood windows with ¾" applied muntins (Anderson A-Series).  
 
 
History
The structure located at 1003 Canton Street was constructed in 1943 according to the Fulton County Tax Digest and is classified as "Historic" on the Historic Properties Map.  The building was constructed as a residence and has since been converted to commercial use. The structure has been added onto at least four times, but there is no record of these additions.  
 
Past HPC Cases
HPC11-37 Minor application was approved for window replacements, a canvas awning on the side elevation, removal of shutters, and a brick sidewalk.
 
HPC12-03 Major application for a gazebo was denied.
 
Analysis
Addition:
The Design Guidelines state that "additions to the front of buildings are inappropriate" and that "additions to existing building should not be forward of the original front of the building." The Design Guidelines also state that "roofs on additions should match that of the original building in shape, pitch, and materials." The proposed addition has an appropriate location, however, once constructed, will not be able to be clearly read as an addition due to the changes in roofline from the front façade, the mimicking of the existing north elevation and the mix of both traditional and modern materials.  
 
The plans call for the original gable to be extended out to cover part of the new addition. Staff recommends that the roofline on the original structure and the existing northeast corner addition be left intact and that the new addition have a flat roof that feeds into the smaller gable on the existing northeast addition. The new flat roof would also adjoin with the flat roof covering the existing rear addition. This change will allow the new addition to read as a new element, and not part of the original design of the house. The flat roof should be below the existing 4/4 window in the gable, but the parapet can cover it slightly.
 
Windows and Siding:
The three fixed, six light, double windows with ¾" muntins are not proportional or appropriate for the structure. While some of these windows already exist, they were put on as part of a previous inappropriate addition. Staff recommends that the three fixed, six light double windows be replaced with two 6/6 double windows that match the dimensions of those found on the original portion of the house (for example, on either side of the front entry door).  Staff supports the use of aluminum clad wood windows since they will be installed on a new addition. While it was not requested, Staff also supports the use of smooth fiber cement siding on the addition.

1.      Identify tree save areas including natural areas, buffers, limits of clearing, staging areas and all other land disturbance. No material storage permitted in tree save areas.

1.      175 sf of new or replaced impervious does not trigger the stormwater ordinance.
