Staff Report:

Background

The 36 town home project known as Providence was approved by the Historic Preservation Commission on July 8, 2009.

Since the original approval, an application for the addition of a third story on the end unit of Building #2 of Phase II was approved by the Commission on June 9, 2010. In conjunction with the third floor application, a retaining wall was approved along the north property line. Minor applications have been approved for minor revisions relating to the site plan, windows and porches.

Proposal

The applicants proposal is for a revised master landscaping plan and entrance plan. The revisions include changes to the approved Tree Plan prepared by AEC, Inc., revisions to the landscaping in front of the buildings on Canton Walk, and the design for an art pocket park to be located between Buildings 7 and 8. The applicant has submitted two options, A and B, for a gated entrance. Both options specify brick columns which will match the brick on existing perimeter walls and columns. The fence proposed is of aluminum pickets. Should the Historic Preservation Commission approve either gate option A or B, the owner must secure easements with the adjacent property owner prior to the issuance of any permits for the construction of the entry column and fence by the City of Roswell.

Engineering

1. Consider working with adjacent property owner to create enough road
width for twotraffic.
2. Coordinate signage and minimum road width with RDOT to change from oneto two
3. Proposed parking spaces for 982 Canton Street are planned to have vehicles back out into the travel lane. They have been told that the parking space depth plus travel lane width must equal 42 or more. Design must consider allowance for vehicles to back out of parking spaces and exit.
4. Provide hours of operation for closing gates. The configuration doesnt have adequate room for day timefor example leftcall box would be desirable for 24 hour closing.

Fire

1. I have discussed this issue with the developer already. The gate will have to be installed so as to provide a clear 20 access for fire department.
2. The required turning radius to be able to get into the driveways is 30 inside and 50 outside.
3. The gate will have to be provided with a Knox Gate Switch device for Fire Department access. This device location must be approved prior to installation. This device can only be ordered from the manufacturer with a signed order form that can be obtained at the Fire Marshals Office.

Public Works/Environmental

Transportation

1. The proposed gate must be approved by Public Works, Fire and Police.
2. Provide a circulation pattern at the gate entrance for vehicle unable to enter the premises. Consider using Auto Turn software.
3. After issuance of the Land Disturbance Permit, obtain rightencroachment
permit from Transportation Department Utility Coordinator John Wooten at
770(direct) 6420 (Main).

Design Guidelines

Retaining Walls (page 31)

Historic stone retaining wall should be preserved and maintained. New retaining walls should be of stone.

The existing walls at the Providence project are brick therefore brick as an entry column material is appropriate.

Fencing (page 32)

Historic fences should be preserved and maintained. New fencing in yards fronting a street should use historic wooden picket, cast iron, or wrought iron designs appropriate to the style of the house.

The fence proposed is aluminum and 5 in height. The Design Guidelines state that fences should maintain a transparent aspect and low height.

Staff Recommendation

The staff recommends approval of the landscape plan revision.

The staff discourages the use of a gate to bar access to the Providence development. While stone retaining walls are prevalent in the Historic District, walls and gates, utilized as a barrier are not characteristic of the District.

Should the Historic Preservation Commission approve the Entrance Plan, either Option A or B, staff recommends the following condition:

1. The owner must secure easements with the adjacent property owner prior to the issuance of any permits for the construction of the entry column and fence by the City of Roswell.
