Staff Report:
Background
The applicant is requesting to renovate an existing building, which will include the addition of a steeple. Additionally, the applicant will be doing site work including the addition of parking in the front as well as enhancement of the plaza area.  
 
Site Plan Analysis       
The site plans show the existing site conditions and the location of the 21 new parking spaces, the removal of 22 spaces on the southern portion of the site. There will be no new net impervious surface.
 
Landscape Plan Analysis
No change shown on plans.
 
 
Elevations       
The elevations show the style and dimensions of the steeple. The first 46 feet of construction will be stucco to match existing material and the remaining portion will be fiberglass painted to match.
 
Applicant will bring color samples and building materials to the meeting.
 
Design Guidelines
The site is regulated by the city wide design guidelines.  
 
Department Comments       
Arborist: Tree removal permit required.
 
Building: No comment.
 
Engineering: No comment.
 
Environmental:
Discussed with applicant installation of enhanced swale on the north end of the building to treat proposed additional impervious area.
Please have a look at the requirements for enhanced swale regarding excavation (30-inches of permeable soil amended by adding sand to achieve 50-60% sand content) and for appropriate vegetation in a wet swale. Please revise the section to show this. Also, don't get too concerned about generating contours - if it makes sense given the lack of topography, feel free to use spot shots and dimensions on the plan.
 
Fire:
These plans were for exterior changes, however the application states "interior" as well. These plans require no comments from me on the exterior, but any interior changes must comply with the latest edition of the adopted Codes for Life Safety.
 
Transportation: No comment
