Body
Item Summary:
Applicant has requested a Certificate of Appropriateness for the addition of porches.
Staff Report:
Background
Relevant applications concerning the properties were heard by the Historic Preservation Commission as follows:
· HPC 03-67
The applicant was approved to rehabilitate the existing 1890 structure and add six town homes and nine condominium units to the property. Conditions of approval were as follows:
1. If the lofts are board and batten, a 5V tin would be appropriate.
2. The applicant must present to the Architectural Sub-Committee the exact siding material that is to be used.
3. Provide the Architectural Review Sub-Committee with the addresses of similar materials in current use so they may go by and see it. The Sub-Committee will then decide as to that versus board and batten.
4. Marty Goldsmith is to be included in that Sub-Committee.
· HPC 05-40
Demolition approval was granted for the existing structure at 517 South Atlanta Street.
· HPC 05-70
Demolition approval was granted for the existing structure at 523 South Atlanta Street. The demolition application was approved with the following conditions:
1. The demolition permit shall be issued only upon issuance of a Certificate of Appropriateness for the proposed plan that will replace the building subject to demolition.
2. An archaeologist shall be employed at the time that the fill located at the rear of the site is removed.
3. The owner will document the existing historic building.
· HPC 06-10
The applicants proposal is for a second phase of the previously approved 505 Lofts project. The applicant proposed to combine three pieces of property and to add six townhouses and nine loft condominiums, and approximately 16,000 square feet of retail space to the site. The residential buildings were to match the units under construction at that time. The application was approved with the following conditions:
1. The parking side of the townhouse units is to have a single garage door which appears as though it is a double, side by side garage door.
2. Balconies are to be located on at least three or more of the units on the south facing facade and three or more of the units on the north facing facade. The balconies shall be 3 and a half feet or greater in width. Courtyards are optional but should be designed within the District Guidelines for enclosed walls.
3. All returns on retaining walls shall be treated with a masonry surface and transitioned into the slopes. No exposed concrete shall be permitted.
4. A landscape plan shall be submitted to the Architecture Subcommittee for review of all detailed aspects of the plan.
5. The parking and the man door on the north and south elevations should be reduced in height. The man door should be 7 feet in height and the parking door should be 9 feet in height.
6. The applicant should conform to Exhibits A and B.
7. The roof pitch of the loft building may be altered to result in an average height of 35 feet.
8. Brick details and material samples should be submitted to the Architecture Subcommittee for approval.
· HPC 07-19
The applicants proposal is for an addition to the historic building located at the front of the site. The building footprint will be increased by 651 square feet. The application was approved on August 8, 2007, with the following conditions:
1. The transom window over the door on the rear elevation is to be eliminated and the awning over the door is to be lowered. The canvas may be metal or canvas.
2. The new addition should be inset approximately 1 foot from the north side of the original structure so that the new addition may be delineated from the original.
3. The wood fence at the back of the property is to be removed.
4. The chimney on the south side of the building will remain.
5. A landscape plan for the area around the building shall be submitted to the Architectural Subcommittee for approval.
Currently the six original townhome units, approved in 2003, are occupied. A slab for the first nine unit flat building exists on site and the shell of the second set of approved townhomes has been constructed.
Proposal
The applicants all own units in the first townhome building constructed. Their proposal includes the addition of three porches as shown on the elevations submitted. The porches will be in keeping with the style and intent of the original design.
