Title

HPC11-25, 1132 Canton St, Slate Table & Tap, LLC, Brian Martin, Land Lot 388, revision to previously approved Certificate of Appropriateness.

Body

Item Summary:

Revision to the previously approved Certificate of Appropriateness for the addition of a shed roof over rear patio.

Staff Report:

Background

The structure located at 1132 Canton Street is classified as "Historic" on the Historic Properties Map adopted by the Mayor and City Council in April of 2003 and was constructed in 1947 according to the Fulton County Tax Digest.    An application for a rear patio was approved by the Historic Preservation Commission at their meeting on April 9, 2008.  The project was approved with the following conditions:

1.      The Architectural Subcommittee shall approve final details for the fence, pergola and patio.

The Historic Preservation Commission approved an application for the rear patio and the new roofing material at their meeting on November 10, 2010.  The request was approved with the following conditions:

1.      If required by alcohol beverage license requirements, the patio enclosure should be of a minimal profile darker fencing or landscaping.  The fence specification should be submitted to the Architectural Review Committee for final approval.

Following the meeting, it was determined that an enclosure will be required to comply with the Alcoholic Beverage Ordinance.  This requirement will also be in effect for the new restaurant.

Proposal

The applicant's request is for the approval of a shed roof to be located on the rear elevation over the patio.  The roof will provide cover for the patio and allow for a longer season for dining outdoors.  The application also includes the construction of a second set of stairs from the back deck to the patio.

Surrounding Area

The surrounding area consists of historic residential buildings to the north and south along Canton Street.  The buildings are used both residentially and commercially.  A mixed use project, Canton Oaks, is located to the north.

Design Guidelines

New construction should respect roof pitches, shapes, orientation, and materials found in the district.

The guidelines state that roofs on additions should match that of the original building in shape, pitch and materials.  The roof proposed in this application will be constructed on the rear elevation of the structure and will provide cover for outdoor dining on the patio.  The roof will extend twenty feet from the structure and will be indented on either side, not to extend the full width of the house.  In an email, the applicant indicated that the roof material will be constructed of a transparent material, such as used in a greenhouse.  Ceiling fans will be installed to cool the patio during warm weather.

The proposed roof compliments the original building in shape and pitch but does not match in materials.  A transparent roof would not be compatible in all projects but given the rear location of the roof and patio environment, the transparent roof is complimentary to the historic structure.

Secretary of the Interior Standards

Standard #9

New additions, exterior alterations or related new construction shall not destroy historic materials that characterize the property.  The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment.

The material for the roof addition will be transparent and provide for the differentiation between new work and old.  The massing, size and scale of the roof are compatible.

Standard #10

New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired.

The proposed roof could be removed in the future with no damage to the essential form and integrity of the structure.

Staff Recommendation

The staff recommends approval with the following conditions:

1.      Any fencing installed to meet the liquor license requirements should be of a dark color and simple design.

2.      If a polycarbonate roof is used, no siding should extend under the shed roof as depicted on the elevation submitted as a part of this application.

3.      Final elevations which detail all materials shall be approved by the Architecture Subcommittee prior to the issuance of the building permit.
