HPC-201300166, 46 Sloan Street, Land Lot 415, (HPC12-25)
Item Summary:
Applicant is requesting an approval of a revised site plan to the previously approved application
Staff Report:
Staff Recommendation
Staff recommends approval of the alterations to the previously approved plans.
Issue
The applicant is proposing to make the following changes to the plans that were approved by the HPC in December of 2012 (HPC12-25):
· Change in design and number of skylights on modern addition
· Addition of an 8'x9' room to the rear of the approved addition
· Change in fence design
UPDATE: During renovation, mayor structural issues were found. Due to the lack of historic materials and the immense structural issues, Staff and the HPC approved for the original structure to be carefully dismantled. The remaining historic materials that were not destroyed by rot were salvaged and will be reused during reconstruction. Staff is carefully monitoring the reconstruction to ensure the original house is rebuilt exactly as it once was. Staff has requested the placement of a sign on the original portion of the building that identifies it as a historic reconstruction built in 2013.
History
The structure located at 46 Sloan Street was constructed in 1850 according to the Fulton County Tax Assessor and is classified as "Historic" on the Historic Properties Map. The property is listed as an original Mill property. The Sanborn Map Company shows the property on a July 1924 Map of Roswell and has it listed as a 1 ½ story structure with a shingle roof. The map shows a front porch that spans the entire façade as well as a one story rear addition with a composition roof. A detached accessory structure with a composition roof is also present.
The building was constructed in a vernacular style characteristic of mill village properties. Its character defining features includes a front porch, double entry doors, and a central fireplace.

Analysis
Skylights
The initial proposal/approval consisted on three skylights which spanned the roof ridge. During the drafting stages, it was discovered that not all of these were possible due to interior layouts. The applicant is coming back to change her request to four individual skylights located on the west side of the roof. The skylights measure 24"x48".

Revised Proposal
Addition
The 8'x9' safe room was left off of the design plans during the original submission. Staff supports this change as it is minimal, is in the rear, and complies with the Design Guidelines.
Fence
The new fence proposal is similar in material as they are both constructed of metal. The original proposal called for hammered plates while the new proposal calls for corrugated tin, similar to that of a metal roof. The proposed fence for the side yard combines both historic and modern elements, tying together the character of both the original structure and the modern addition. While the fence is solid, it is appropriate for use in the side yard. Staff recommends approval of the fence for the side yard.
