Item Summary:
Invitation to Bid (ITB) #13-304-C was issued and four (4) bids were received ranging from $17,087,087 to $19,475,000. Layne Heavy Civil, Inc. was the lowest qualified, responsive, responsible bidder meeting all specifications.
This project will include construction of a new 3.0 million gallon a day (mgd) conventional surface water treatment plant, new raw water intake, ten (10) million gallon raw water storage tank, operations building and associated site changes at the Water Resources Division site.

On February 19, 2014 the Public Safety and Public Works Committee recommended placing this Item on the February 24, 2014 Mayor and Council Agenda.
Financial Impact:
Following execution of the Georgia Environmental Finance Authority (GEFA) loan documents for the project, funding for this contract will be available in the amount of $15,000,000 in Org 50544300, Obj 541300, Project 80010. The contract with Layne Heavy Civil, Inc. includes $14,570,391 for construction and an additional contingency of $150,000 for a total contract amount of $14,720,391. Use of the $150,000 contingency shall be authorized by the City Administrator.
A total of $100,000 is included in the contract for the construction of displaced operational storage and will be funded equally by the Water Fund and Stormwater Fund. Budget Amendment 50743200-02-24-2014 authorizes the appropriation of $50,000 in Stormwater Fund fund balance as a transfer to the Water Fund and the establishment of a revenue budget in the amount of $50,000 in the Water Fund. Upon approval, funding for the Stormwater Fund expenditure will be available in Org 50743200, Object 611352. The Water Fund revenue budget will be established in Fund 505, Object 391201.
