Item Summary:
The City of Roswell has recently contracted to construct a new water treatment plant (WTP). Distinct from the construction of the plant are special required materials testing and specialty inspections. These services are required to be performed by a separate contractor, according to the building code, to ensure that the construction and specialty testing are not performed by the same contractor, but by a third party. The City issued a scope of work to on-call engineering services contractors for the following: earthwork/utility, foundation and lab work, reinforced concrete sampling and testing, structural steel inspections and project management. These tasks were used for an estimate of the number of hours for these services and are for scoping purposes.
The City received four budget estimates ranging from $99,057 to $138,500. Engineering Strategies, Inc. provided the most responsive responsible proposal for this scope of work in the amount of $118,868 ($99,057 plus 20% contingency).

On April 15, 2014 the Public Safety and Public Works Committee recommended placing this item on the April 28, 2014 Mayor and Council Agenda.
Financial Impact:
Funding in the amount of $31,249.07 is available in the Water Treatment Plant Capital Project, Org 50544300, Object 541300, and Project 80010. Budget Amendment 50544300-04-28-14 authorizes the transfer of $87,618.93 from the Groundwater Supply Option Capital Project, Org 50544400, Object 543000, Project 80003, to the Water Treatment Plant Capital Project. Upon approval, total funding in the amount of $118,868 will be available for Materials Testing and Special Inspections in the Water Treatment Plant Capital Project.
