Staff Recommendation
Staff recommends approval of the application with the exception of the set of shutters on the triple casement window on the north addition (far left side of front elevation).

Issue
The applicant came before the HPC on June 11, 2014 as part of applications HPC201401548 and HPC201401818 to request partial demolition and alterations to 1105 Canton Street. These changes were due to the conversion of the space from a retail establishment to a restaurant. The Big Ketch, a seafood restaurant, will be occupying the space once it is completed. Included in the initial request were the following:
·      Demolition of the gable on the northwest addition; Gable will be reconstructed to match the pitch of the gable on the original portion of the house
·      Demolition of the hyphen between the northwest addition and the original portion of the house; hyphen will be rebuilt to better connect the addition to the original portion of the house.
·      Demolition/conversion of the bay window on the front façade from an angled bay to a boxed bay
·      Demolition of rear conservatory addition
·      Demolition of rear dormer
·      Replacement of stone on front façade
·      Door and window alterations:
o      Increased/decreased openings
o      Door and window conversions
o      Replacements
o      Windows to be aluminum clad windows with applied SDL grilles (sourced from Anderson Windows and Doors).
·      Addition of a second projecting gable at front entry
·      Addition of metal roof accents on front façade
·      Roof replacement using Cambridge Architectural shingles in Driftwood
·      Addition of raised patio on northwest side of the front façade, including an ADA ramp that runs along the north elevation
·      At grade patio on southwest side of the front façade
·      Rear addition with parapet roof form to conceal restaurant equipment
·      Dumpster pad and enclosure at rear
·      Parking lot reconfiguration in rear
·      Addition of 8 parking spaces in front

The applicant is back to request three additional items: shutters, painting of the unpainted masonry, and changes to the previously approved plans.

History
The structure located at 1105 Canton Street was constructed in 1945 according to the Fulton County Tax Digest and it is classified as "Historic" on the Historic Properties Map.  The one and a half story, cross gabled brick house was constructed in an English vernacular revival style. It features a chimney on the front façade as well as a projecting bay window. Several additions and alterations have occurred to this structure over time. While the Historic Properties Map lists the structure as "historic," Staff does not feel that the structure is a contributing resource to the local historic district. The changes approved in June of 2014 will greatly enhance the structure. Once constructed, Staff believes the property classification should change to "non-historic."

Previous Approvals:
HPC07-06 - conservatory addition
HPC07-10 - fence, awning, storage building, concrete pad for proposed sunroom
HPC07-35 - patio addition, changes to HPC07-10
HPC201401548 and HPC201401818 - partial demolition; alterations

Analysis
Shutters
The UDC Design Guidelines state the following in regards to shutters:
6.16 Install new shutters to be in character with those used historically.
a.      Maintain traditional shutter size and shape to match the size of the original window opening.
b.      Use operable shutters and brackets.
c.      Do not install shutters if they are not a feature of the architectural style.
Staff supports the use of shutters on the two double casement windows on the main portion of the structure. However, Staff believes the proposed shutters are slightly oversized for the window openings. Staff has asked the applicant to submit dimensioned drawings of these windows/shutters.

At this point, Staff does not support the use of shutters on the triple casement window on the north addition (left side of front elevation). Staff does not feel it is historically appropriate to have shutters on the triple window. The applicant is working on alternative window openings/shutter designs and will provide additional drawings at the August 13th, 2014 HPC hearing.

Paint
Per the State Preservation Act of 1980 (Georgia), the HPC has the authority to regulate the painting of unpainted masonry as it constitutes a change in texture.

5.5 of the UDC Design Guidelines state that one should not "paint masonry walls that were not painted historically." While this house is classified as "historic," the alterations made to the building change its classification (as previously stated, Staff feels it should be classified as "non-historic" once the changes are completed).  In addition, Staff does not feel that the brick used on this building has any historic value or integrity and therefore, supports painting the exterior façade.  The applicant has done a great job selecting tasteful colors and following the recommended guidelines for appropriate color schemes.

Changings to Previously Approved Plans
Several changes to the previously approved plans have been submitted due to interior layout changes. These changes include:
·      Changes to window openings on front façade to allow for shutter placement
·      Elimination of ADA ramp on north elevation
·      Elimination of transom windows
·      Door relocation on east elevation
·      Window reconfiguration on east elevation
Staff has no issues with the requested changes to the previously approved plans.

Material Submittals
The applicant has submitted material samples for the stone and roofing materials. Paint swatches have also been provided. These samples will be available at the HPC hearing. Staff supports the use of the proposed materials.
