Item Summary:
Invitation to Bid #13-102-B was issued and two bids were received.  East Coast Rescue Solutions was the lowest responsive responsible bidder in the amount of $88,900 for 145 PSES sets including set up and training.  There is also a need to purchase training equipment for $2,000 and retrofitting of the turnout gear for $15,000 for a total project cost of $105,900.  The PSES will allow the firefighter to be equipped with an escape system so they will not become trapped in a room where there is an exit point.  It will allow the firefighter to deploy the device, hook it into a window seal, and lower themselves to the next window below the fire or to the ground if not more than 40 feet.

On May 14, 2013 the Public Safety and Public Works Committee recommended placing this item on the May 29, 2013 Mayor and Council Agenda.
Financial Impact:
Funding in the amount of $105,900 is appropriated from General Fund fund balance and will be available in Org 35035101, Object 542100, Project 50009.  The estimated remaining General Fund fund balance over policy will be $10,050, contingent upon approval of this item and the FY 2014 Proposed Budget.
