Item Summary:
On Saturday, June 13, 2009 at approximately 7:05 p.m, a call was dispatched of a male subject drowning in a lake behind the Park Ridge Apartments. Officer John Lathem was working an off duty job, but was close to the area and responded. Officer David Farabaugh also responded to the call. Officer Lathem was the first to arrive with Officer Farabaugh arriving minutes later. Officer Lathem could see a male subject with his mouth and nose just above the water trying to breathe. Officer Lathem crawled onto some fallen trees and layed across the debris to grab the man's arm and hold him above the water. Within minutes Officer Farabaugh arrived at the scene and also ventured out onto the debris to assist Officer Lathem until help arrived. Captain Chris Mathis of the Roswell Fire Department later arrived and threw a rope to the two officers. The officers secured the drowning man, later identified as Raul Vasquez, and Captain Mathis, Officer Lathem and Officer Farabaugh pulled the man to the safety of shore.
