Approval of the Priorities for the 2013 Community Development Block Grant (CDBG) Entitlement program.

Item Summary:
The priorities generated by Mayor and City Council will assist the City staff in working to develop an Action Plan and Consolidated Plan for programming the 2013 Community Development Block Grant (CDBG) funds in the approved amount of $417,613. A commitment of $177,587 for support of the Veranda at Groveway was approved at the May 30, 2012 Mayor and City Council regular meeting. Priorities and focus areas for the remaining $160,000 are still necessary.
The priorities and focus areas are based on current City of Roswell Plans:
· Comprehensive Plan (2030)
· Strategic Economic Development Plan (2012)
· Capital Improvement Projects Plan (2012)
· Fulton County Strategic/Consolidated Plan (2010-2014)
· Fulton County Annual Action Plan (2011)
· Cobb County Consolidated Plan (2012)
· Roswell's Annual Action Plan (2012)
· Citizen Survey Report (2010)
The priorities and focus areas for the remaining funds are recommended as follows: 1) Neighborhood revitalization activities (for example, decent and affordable housing); 2) Community economic development activities (for example job/business incubator(s); and, 3) Public facilities improvement activities (for example, waterlines and infrastructure). Also adding consideration of an optional grant match for 2013 CDBG applicants with bonus points being awarded for applicants that include a match, thus establishing a partnership with the City and maximizing the benefits of the CDBG funds.

On May 15, 2012 the Administration, Finance, Recreation and Parks Committee recommended placing this item on the Mayor and Council Agenda.
