Item Summary:
The design contract for Big Creek Parkway was awarded to Gresham, Smith and Partners (GS&P).  The scope of work for this project includes preliminary engineering and an environmental document which covers a new bridge over US 19/SR 400 and connects Holcomb Bridge Road (East of GA 400 at Holcomb Woods Parkway) to Holcomb Bridge Road (West of GA 400 at Warsaw Road).  Staff has begun the concept development and public involvement process.  
 
In order to keep future phases of this project eligible for State and Federal funding, the PFA with the GDOT must be signed.  In order for the PFA to be executed by GDOT, a check for $52,500 must accompany the PFA.  GDOT policy states that Local Governments must now reimburse the State for staff time devoted to locally-initiated projects that follow the GDOT Plan Development Process (PDP) and National Environmental Protection Act (NEPA).  GDOT has estimated this amount to be $52,500.  This amount will be refunded to the City if there is any unused balance.  This amount can also be increased if there are any additional major scope changes.

On August 29, 2012 the Community Development and Transportation Committee recommended placing this Item on the September 12, 2012 Mayor and Council Agenda.
 
Financial Impact:
Upon approval of BA35042200-09-12-12 funds in the amount of $52,500 will be transferred from the Midtown Streetscape Project Account, 35042200-541415-90002 into the Big Creek Parkway Project Account, 35042102-541415-93001. The balance of the Midtown Streetscape Project account will then be $123,508.01.
