Item Summary:
RFQ #11-279-B was issued and twenty (20) statements of qualification (SOQ's) were received. A two-tiered qualifications-based selection (QBS) process was used to determine the most qualified consultant team to perform this design work. Five firms were short-listed to submit full proposals. The proposals were evaluated using criteria such as qualifications of the firm, similar project experience, project understanding and methodology. Pond & Company was the most qualified and responsible proposer. The negotiated fee proposal is $273,340 which includes contingency funds in the amount of $10,000.
The scope of work for this project includes improvements along Eves Road from Riverside Drive to Holcomb Bridge Road. The project is anticipated to include bike lanes, a multi-use path, as well as crosswalk and landscape improvements. The scope of work includes concept design, public involvement, preliminary engineering, right of way plans, and final plans.

On December 28, 2011 the Community Development and Transportation Committee recommended placing this Item on the January 9, 2012 Mayor and Council Agenda.
Financial Impact:
Funds in the amount of $274,520 are available in the Eves Road Complete Street project; Cost Center 4210CP, Account #541415, Project #12TRA002.
