Description:
The City of Roswell has a contract underway with Emery & Garrett (E&G) for well exploration and development, with specific approval for Phase III, exploratory test well drilling. In this Phase, the test well at site RWL-1C is showing potential signs of being a very prolific well. This can only be confirmed with additional testing and development, which is part of Phases IV and V, Conversion to Production Wells, and Yield and Quality Testing. The original plan was to complete Phase III before proceeding with Phases IV and V. However, it is more efficient to proceed with Phases IV and V on those wells demonstrating high production potential, within existing budgetary and contract authority. Thus, further development of site RWL-1C might proceed while additional Phase III exploration is done at site RWL-6A or others in the primary potential category. The current contract with E&G provides for expenditures up to $120,000 for test well drilling. The approved FY2010 budget includes funding of $400,000 for groundwater supply development. Modifying the contract approach as suggested will not obligate any additional money, and could reduce the time before production is available and the revenue stream would begin.
