Item Summary:
Request for Proposals (RFP) #13-248-C was issued for UDC Design Guidelines and three (3) proposals were received. The purpose of the RFP was to solicit proposals from qualified firms ("offerors") to provide the City with a comprehensive set of design guidelines that support the proposed UDC. The proposals were evaluated based on: (1) the technical requirements - experience in drafting design guidelines, form based codes, Unified Development Codes, Development Regulations, Zoning Ordinances, Overlay Regulations, and/or Environmental Regulations; (2) qualifications, availability and location of key personnel for project; (3) list of relevant work; (4) work samples: (5) oral presentation; and (6) cost. Winter and Company was the most responsive, responsible proposer in the amount of $79,855.

On September 25, 2013 the Community Development and Transportation Committee recommended placing this Item on the October 14, 2013 Mayor and Council Agenda.
Financial Impact:
Funding for this agreement is available in the Capital Projects Fund and the Stormwater Fund. A total of $69,855 will come from the Capital Projects Fund, Org 35074100, Object 543000, and Project 33003. The remaining amount of $10,000 is available in the Stormwater Fund, Org 50743200, Object 521201 and Project 33003.
