Discussion of the policy for placement of collection bins on City owned property and discussion of a proposed partnership between Better World Books and the City of Roswell - Guidance

Better World Books is requesting a partnership with the City of Roswell to establish a network of book recycling drop-off points to be located on city-owned properties. Eighteen site locations are proposed throughout the City. During the 8/9/2011 Committee Meeting Staff was asked to meet with the Better World Books representatives to discuss the proposed list of locations, determine a specific number of sites, and a proposed financial format. Review of the Better World Books proposal has been coordinated with staff and with Better World Books. In general, staff is not in favor of placing collection bins on City property for the following reasons: aesthetics, perception, maintenance, administrative burden in management of a bin program, space restrictions at certain locations, equity of which organizations are allowed to place bins. However, should the Committee wish to proceed with this initiative, staff recommends the development of a policy regarding the placement of collection bins on City property before making a decision on the Better World Books proposal.
