Item Summary:
A two-tiered qualifications-based selection (QBS) process was used to determine the most qualified consultant team to remove the reversible lanes along SR 9/Atlanta Street. Letters of interest were solicited for this project and fifteen responses were received. Four consultant teams were short listed to submit proposals. The proposals were evaluated using criteria such as project approach and management and project experience to determine the top-ranked team. PB Americas, Inc. was the most qualified proposer in the amount of $1,896,662.
The PB Americas' team includes national experts in context-sensitive design, sustainability, environmental processes, bridge design, and innovative traffic design concepts. Their Project Manager, Jonathan Reid, led a traffic simulation study on this corridor in late 2009. PB Americas' proposal includes concept, environmental, database prep and preliminary design.
This effort is anticipated to take three to four years to complete.

On August 25, 2010 the Community Development & Transportation Committee recommended placing this item on the Mayor and Council Agenda.
Financial Impact:
Funds are available in the amount of $410,119 from Impact Fees in Cost Center 9610, Account #541415, Project #10TRA002 and $1,486,943 from the Capital Projects Fund in 4210CP, Account #541415, Project #10TRA002.
