Discussion of the “advertisement” of bonding companies within the detention facility. Currently, the detention facility uses all of the same bonding companies that are approved by the Fulton County Sheriff’s Office. We use this list because some of the cases are bound over to State or Superior Court. These companies provide a very valuable service for ensuring persons appear in court and reducing overcrowding. Recently, there has been some discussion by bonding companies regarding the advertisement of services within the facility. Staff members are prohibited from recommending to inmates which bonding service to use. All of the approved bonding services are listed alphabetically on leaflets that are available for inmates and the public. At the beginning of the month, we move the company at the top of the list to the bottom. Changes to the list are emailed to each bonding company and included with the facility’s monthly reports. After this change was initiated one company noted it would be more than a year before they get to the top of the list again. Pursuant to this, a determination was made to study the number of persons bonded by each company, identify the different alternatives available, and seek guidance on resolution of the issue from the Public Safety Committee. Possible solutions include: Rotate the bond list weekly, Install LED Scrolling Message Boards, Develop a Detention Center Website, Create a DVD, install a Detention Center Information Line.
