Approval to Discontinue Broadcasting Programming on RCTV

Item Summary:
This approval will discontinue RCTV broadcasts on Charter Cable Channel 182, Comcast Channel 22, and AT&T U-verse Channel 99 effective immediately. The Community Relations Division will continue producing videos for video-on-demand on the City's website and on the City's You Tube Channel.
The way in which the public views video programming has changed drastically in the last 10 years. Video-on-demand on roswellgov.com and the City's You Tube Channel provide citizens with the ability to view Council meetings at their convenience rather than waiting for a specific date and time to view the council meeting on cable television, and then having to watch the entire meeting just to view the item(s) they are interested in seeing. From September 2013 to September 2014, there were 38,460 video views and 83,742 minutes watched by visitors.
A re-organization of the Community Relations Division includes replacing the full time TV producer position with a full time Community Relations Coordinator and replacing the part time Community Relations Administrative Assistant with a part time Videographer.
Committee or Staff Recommendation:
On October 14, 2014 the Administration, Finance, Recreation and Parks Committee recommended placing this Item on the October 27, 2014 Mayor and Council Agenda.
Financial Impact:
The reorganization can be accomplished within the current FY15 Community Relations budget.
