Title

Approval to apply to the U.S. Environmental Protection Agency (EPA) for funding for the Drinking Water (DW) State Revolving Fund (SRF) program.

Public Works/Environmental

Body

Item Summary:

Each year the Georgia Environmental Finance Authority (GEFA) must submit an application to the U.S. EPA for funding for the DW SRF program. The most important part of GEFA's application for SRF funding is an Intended Use Plan (IUP). GEFA cannot fund a project through the DW SRF program that does not appear in the appropriate IUP.

This approval authorizes submission of the project entitled "Design and construction of water intake and treatment facilities on Big Creek", which will provide greater assured capacity and reliability of water withdrawal and treatment, flexibility of the distribution system, and reduced incremental cost of production.  Total project cost is estimated at $8,217,656.

Committee or Staff Recommendation:

On June 14, 2011 the Public Safety & Public Works Committee recommended placing this item on the June 27, 2011 Mayor and Council Agenda.

Financial Impact:

This pre-application has no financial impact.  However, if selected the estimated annual payment would be $510,000 annually for 20 years based on a 2% interest rate.
