Consideration of Pine Grove Road Shoulder Improvements

Item Summary:
In 2009, staff performed a Corridor Study along Pine Grove Road. The catalyst for the study was the need to repave the badly deteriorated road. The study identified multiple deficiencies requiring correction prior to repaving the street. The study recommended a phased approach to improving Pine Grove Road so that it would eventually become a Complete Street. The first task was to improve the inadequate shoulder in several narrow locations to improve drainage as well as safety for vehicles and bicycles. This task should be done prior to pavement resurfacing to avoid rework.
The top priority identified by staff for the 2011 LMIG funding received from GDOT is the resurfacing of Pine Grove Road, from the Cobb County line to Coleman Road. The LMIG funding is restricted to only resurfacing and cannot be used for the shoulder improvements without triggering a required City match. Therefore, staff recommends using approximately $100,000 from Road Safety Project Funds to construct the paved shoulder improvements. (The actual cost will depend on contractor bids from the completed plans)
The first phase will concentrate on improvements between Shallowford Road and Lake Charles Road. The City is currently surveying three critical locations and will design construction plans in-house. Exhibit A shows the locations.
