Item Summary:
The Coro Development, located at the intersection of Woodstock Road (SR 92) and Hardscrabble Road, has coordinated the roadway lane layout on Hardscrabble Road with the City.
The approved rezoning condition states: Prior to the issuance of a Land Development Permit, the Mayor and Council shall approve the deceleration and acceleration lanes and the design of the median along Hardscrabble Road as required by the Department of Transportation.
Coro's proposed road layout includes the following highlights.
1. Providing a raised median on Hardscrabble Road from the Woodstock Road intersection to the second Target driveway including a left turn bay at the end.
2. Adding a continuous northbound lane on Hardscrabble Road which will be used as a series of right turn deceleration and acceleration lanes into and out of the Coro property.
3. In lieu of pedestrian countdown timers at the Woodstock/Hardscrabble intersection, providing a pedestrian crossing about 100 feet north of the Whittingham Place subdivision intersection. Providing a raised pedestrian refuge island in the median with a "Z" crossing through the middle, and a Rapid Rectangular Flashing Beacon (RRFB) on each side of the road, with signage.
The developer will replace the five foot sidewalk with a ten foot multi-use path on the south side of the road to tie into the future trail system.
Committee or Staff Recommendation:
On January 30, 2013 the Community Development and Transportation Committee recommended placing this Item on the February 11, 2013 Mayor and Council Agenda.
Financial Impact:
The cost difference in increasing the size of the sidewalk could be covered in Impact Fee Credits.
