Item Summary:

RFP 09-062B was issued for operation of the Transfer Station and disposal of solid waste, beginning at the conclusion of the current contract in December 2009. Three proposals were received and considered on the basis of total service cost, organizational qualification, and record of service. The recommended set of options includes a basic cost of service of $32.95 per ton, plus a one-time cost of $73,575 for installation of scales, based on an initial 5-year contract. The contract provides for a per ton penalty in the event of termination of the contract at the one-year point.

On June 2, 2009 the Public Safety & Public Works Committee recommended placing this item on the June 15, 2009 Mayor and Council Agenda.

 

Financial Impact:

Award of this contract will result in a first year reduction in solid waste disposal costs of approximately $170,000, with similar annual savings thereafter. The rate of $32.95 per ton represents a reduction of approximately 11.6% from the projected current contract rate for FY2010 of $37.27 per ton. The up-front cost for scales is $73,575.
