To authorize the Mayor to sign a Memorandum of Understanding with the Georgia Department of Community Affairs recognizing the City of Roswell as a WaterFirst designee and delineating responsibilities and ongoing eligibility requirements.

Item Summary:
The WaterFirst designation recognizes Roswell as a leader in water-related innovations and education, and incorporates certain benefits including a 1% interest rate reduction from the Georgia Environmental Facilities Authority (GEFA) state loan program for water related projects, access to WaterFirst peer network and resources, access to special issue retreats/workshops addressing critical water stewardship issues, bonus points on the Environmental Protection Divisions 319 Grant applications and use of the WaterFirst trademark and signs. Responsibilities include maintaining current permit and Management Plan conditions, and Qualified Local Government status, and creation of a septic tank management plan within the next five (5) years. Support must be pledged for staff participation in WaterFirst events

Financial Impact:
There is no direct charge for participation as a WaterFirst designee. The designation will reduce the costs of GEFA loans, and enhance opportunities for receipt of grants.
