Body
Item Summary:
The Old Mill Ruins Parks Trail Phase 3 includes the expansion of the existing trail system to incorporate pedestrian and Americans with Disabilities Act (ADA) trail access via boardwalks and overlooks. This allows additional connectivity to more historic mill ruins, which are located to the right of the covered bridge.  This project is identified in the 5 Year Strategic Master Plan.

Committee or Staff Recommendation:
On October 14, 2014 the Administration, Finance, Recreation and Parks Committee recommended placing this Item on the October 27, 2014 Mayor and Council Agenda.

Financial Impact:
The total estimated cost of the project is $361,227.  The City will provide match funding in the amount of $25,000, of which $20,000 or 20% is required.  Funding for the match would come from the City's Grant Match Contingency.

Should the City be selected for the grant, the City would also be obligated to fund the remaining balance of the project which totals $236,227.  Funding for the project has not been identified and is not currently included in the FY 2015-2019 Capital Improvement Program.
