The City issued Bid #10-112B and received 8 bids with costs ranging from $373,502.53 to $639,327. T. J. Lyle was the lowest responsive, responsible bidder at a total bid price of $373,502.53 ($250,001.65 for Warsaw Rd. and $123,500.88 for Elaine Dr.) To aid in saving the City of Roswell money and time, both the Warsaw Rd. Water Line Project and the Elaine Dr. Water Line Project were bid out as one item.
The purpose of the Warsaw Rd. Water Line Project is to install a new 12-inch ductile iron water line along Warsaw Rd., approximately 1,500 linear feet, to replace the 6-inch asbestos concrete main and tie into the existing 8-inch ductile iron main just north of Jade Cove Dr. This will help to improve pressure and fire flows in this area.
The purpose of the Elaine Dr. Water Line Project is to install a new 8-inch ductile iron pipe along Elaine Dr., approximately 1,960 linear feet, to replace the existing 4-inch asbestos concrete pipe. This new 8-inch main will tie in to the new 12-inch water main being installed along Warsaw Rd. This will help to improve pressure and fire flows in this area.

Financial Impact:
$163,030 is currently approved and available for the Warsaw Rd. Waterline project. $113,030 is available in CDBG Grant funding (4440G3-541420-09GRA007) and $50,000 is available in the Water Fund (440C-541420-09GRA007). Budget Amendment # will transfer $96,000 available from the Elaine Dr. Waterline project to the Warsaw Rd. Waterline Project for a new project total of $259,030. This would include an approximate 10% contingency.
